are actually the ends of the steam mains?

This sounds like it may be a Tudor system- this type of system runs at ounce pressures. Use a Vaporstat instead of a Pressuretrol and vent the heck out of the mains.

The steam main drips should drop below the waterline before connecting together. You don't want steam moving from one to the other. The dry return drips don't have to, assuming they don't drip the steam mains. If you're not sure which is which, drop everything below the waterline and vent each one.

    steam system with no vents or traps

    We are working on a steam system with no vents or traps on radiators, or the mains in the crawl space. Two 2" returns tie together above the water line at the boiler,then reduce to 1 1/4" and tie in below the water line at the Hartford loop. Two 1 1/4" returns tie together above the water line at the boiler, and a single 1 1/4" line ties into the Hartford loop. Each set has a main vent. How does this work? Isn't there always live steam in the returns? Should it be repiped the same way? My instincts say no. We are doing the job tomorrow (11/29).
