Loud banging noise coming from a ceiling radiator, HELP!

One of my apartments has a problem with the radiators. This is a ground level apartment with the Radiators located on the ceiling. The problem we are having is when the heat comes on they make a loud banging type of a noise. I assigned two workmen and the following has been done:

*Repalced Air vents
*Flush system

They stayed in the apartment waiting for the system to turn on a couple of times and did not hear the noise anymore. I followed up with my tenant and he claimed that there was some impovement but the radiators still made the noise but not as often at night.

What can be done to fix a radiator that is on a ceiling. I read that by tilting the radiator well help, but when they are on a ceiling it becomes dificult. HELP!

ceiling rads

what kind of rads are they and how are they mounted? my first thought would be that they are holding water, if the condesate can not run out of the rad completly then you can not eliminate the banging.
