the best way to move heat from the tube to floor. Yes, the air gap will hamper the transfer. But suspended tube and some of the above floor systems are done like that. As is UltraFin. it can and will work as long as you don't have some high loads. I'd guesstimate below 18 BTU/ sq ft is do-able with that method.
You may have to run some fairly high supply temperatures to over come the poor transfer connection.

air gaps caused by sleepers
I am installing a staple up radiant floor in a remodel. The 3/4 inch hardwood is laid on sleepers on top of 3/4 inch plywood. This causes a 3/8 inch air gap. Will this effect my heat transfer significantly. Any input would be appreciated.
