    Sounds like

your apartment is the home of the main riser vent for your side of the building. It is necessary for the removal of air from the steam system- in other words, if it did not exist, your radiator vents would be doing all of that work and making even more noise.

I suspect that vent is under-sized, either by physical capacity or by it being clogged in part. Think of trying to make a small straw whistle versus trying to make a larger pipe whistle, by blowing through it. Much harder on a larger pipe because the velocity is less.

Too much velocity also may mean it is doing too much venting which should be done elsewhere. Are the mains vented down in the basement as well?

The system also may be running at too high a pressure, another issue entirely, but I would start from the premise of under-venting.

My $0.02. Others I am sure will have different and likely better ideas.
