    Home Radiator Problems

My mother-in-law owns a 3 flat and we are having some heating issues. I believe in my reading she has steam radiators. The problems is that the top floor is very warm and humid. New windows were recently installed and now they are dripping with water and the humdity is 68%. Now I know that the new windows have made the place more air tight, but I believe that the radiators are the problem. Any thought I my theory and how do I fix this. The 1st floor also received new windows and this apartment is warm, but no humidity problems.

    Thanks
