Do these two pipes come out of the floor and then feed the two radiators? More info is needed. Two pipe or one pipe steam? If two pipe you could have a bad trap that is failed in the open position causing the water hammer. What kin dof valve is it? Take a picture of all the pertinent things and post it.

Rattling hissing standpipe
Hi,
I rent a top floor railroad apartment in New York with a radiator at each end and a tall pipe coming out of the ground in each of the two middle rooms. The radiators and one of the pipes are fairly quiet, but one of the pipes is very noisy--it shakes and sputters whenever the heat comes on. It has a valve at the top. I've mentioned how loud it is to the owner, but he has so far ignored me. Any ideas for something I could do myself or estimates of how much it would cost a plumber to come take a look?
