One forced hot water zone not heating adequately

Hi I have a house with 3 apartments in it. One of the apts which is on it's own zone doesn't seem to be getting enough heat. The other apts seem to be fine. The thermostat reads room temp of 65 but heat set at 65.
Windows/doors closed.
Forced hot water baseboard covers are open.
I am wondering what the problem is. I wonder if it's the thermostat (pretty old round one) that is a problem.
Or could it be a stuck zone valve?
Or something else?

not really understanding the question. if thermostat is set for 65 and its 65 in the room then system is working. Baseboard won't work to well with the covers removed because the air flow across the fins is reduced.
Maybe you can clarify the question.0 -
Oh sorry...
I meant to say the thermostat is set at 75 degrees but room temp on thermostat remains 65 degrees.
