cast iron baseboard heat and carpet

I have a cast iron baseboard hot water gas system. I also have wall to wall carpet which goes upto and under the baseboard. Is this lack of space under the baseboard causing me to lose heat.

The space under the BB is to allow cold air from the floor to convect behind the cast iron.
Your still getting some radiant effects from the BB and depending on how oversized the elements are to the current heat loss it will determine if the carpet blocking that space is cause for an under heated room.
Are the rooms with the carpet cold or slow to heat? If so then I would recommend cutting the carpet to allow airflow. If that is the case Id recommend a professional carpet person as not to ruin the asthetic of the carpet.
