Second gas valve in 3 years!!!

I installed a State power dierct vent LP HWH as a heat source for a little radiant floor in '04. Now the fancy electronic gas valve has failed for a second time. The HOs are dissatisfied in the extreme and State can only lamely say I should put a surge protector on it. The unit is in a basement with a dirt floor so the humidity in there is high. The pump for the radiant and the HWH are on the same dedicated electric circuit, could it be starting current on the 007? I'm baffled at this point. Any ideas? Thanks in advance.
