Hot water radiator valve: DOA or stuck?

Two of my several hot water heating system radiator valves won't turn but 1/4 inch. On one, I had to tighten the compression valve to stop a leak around the stem. Dare I take a wrench to these stems and force them open, or is there some other adjustment I can make? Someone said too-tight compression nuts with valves set to "shut" is the problem...

Also curious
I have a few that also only turn a "crunchy" 1/4 turn, and a few others that spin freely without every hitting an open or closed "stop". Perhaps coincidentally, these are my problem cold or poorly heating radiators =P
I am having two of the valves replaced Monday, so I guess I'll see if that fixes those two cold radiators(it better).
