Quriky Balance Problem - Steam

I have an odd ball balance problem. On our one pipe steam system we have two mains with the following dimension:

Left Side - 49' X 2 1/2" pipe
Right Side - 45' X 2 1/2" pipe

The left side has a connected EDR load of 192 and the right side has 98,
On the left side the mains are vented with one Gorton #2 and two Hoffman 175's. The right main is vented with one Gorton #2.

The problem is the left side main is much slower than the right even though
it has much more venting. Plus, the left side has almost double the connected load and the rad at then end of this main gets little (if any) steam.

Could it be that the three big rads on the left side be 'stealing' most of the steam? The air vents on these rads are set low.

I just don't know what else to do to balance this system and I haven't been able to find any pros in my area who know enough to help either. Any help would be appreciated.
