i have 3 zone baseboard heat one zone doesnt shut off, i changed

Are you using zone valves or circs for each zone. If circs you probably have thermal creep

    3 zone heat, 1 zone is on all the time

    one zone is on , i changed themostat, it kicks on fine and when i shut down it stays very warm, radiator is slightly warm all the time
