How to skim and stage two steam boilers

I have a two part question. I inherited a account that has two Slant Fin LD-40 steam boilers firing @ 1.5gal. They are replacements for an older single boiler. There is a lot of surging and foaming in the glass. Also both burners are wired off of TT into one thermostat. No isolation period. What would be a good control to stage each boiler as needed?
