when using hot water in cast iron baseboard is it ok to supply the lower tapping and return from the top tapping?also is it ok to supply top and return bottom?

Both methods would work, however it is most common to see bottom- bottom connections. This way it is more convenient to fit the union valve and union ell inside the endcap enclosure. Also more room to get a wrench on. The coin vent usually goes in the upper tapping.0
