Leaking Radiator Valve

I'm a homeowner and have come across a radiator valve with a slight leak. The radiator is on the second floor of my home. I was wondering if someone would be able to view the attached pictures and provide me with some advice on how to handle the situation.

Also, is there a way to clean the valve so that it looks better than it does?
