The Canadian Hydronics Council, a council within the Canadian Institute of Plumbing and Heating is pleased to report that the 2010 National Building Code (NBC) is anticipated to reference CSA B214 (Installation Code for Hydronic Heating Systems) as an enforceable section of the NBC.

On Oct 17, the Standing Committee for Housing and Small Buildings (Part 9) met to discuss CSA B214 and agreed by consensus that it should be referenced under a new section (proposed as 9.33.4.2 Installation of Hydronic Heating Systems) to read, "The installation of a non-engineered hydronic heating system shall conform to applicable provincial or territorial regulations or municipal bylaws or, in the absence of such regulations or bylaws, to the CSA B214, 'Installation Code for Hydronic Heating Systems.'"

The potential reference complements a similar recommendation by the Building and Plumbing Services Standing Committee (Part 6) to also include the 2007 version of CSA B214 in their respective section of the NBC.

The recommendations from both Standing Committees will be reviewed by the Canadian Commission on Building and Fire Codes at their annual meeting on February 24-25, 2008. CHC staff J. Bourque will attend the meeting to address any questions or concerns that may arise.

If the CSA document is successfully referenced, it will create a uniform tool that all provincial/territorial inspectors may use to enforce proper installations.

    Follow up

    Here is a brief update from CIPH on Codes and Standards activities.



    Yesterday, CIPH reported that the National Building Code Part 6 and Part 9 Standing Committees have agreed to reference CSA B214 (Installation Code for Hydronic Heating Installations). However, we have misinformed you on the next step. We have been updated by the Canadian Codes Centre that the recommendations do not need to be voted on by the Canadian Commission on Building and Fire Codes in February. Instead, the next step will be the Fall 2008 public review process. CIPH will notify you when the document is out for public review so that you can comment on your support of CSA B214 being included. This will be a critical step to have the CSA document engrained in the NBC.



    In other activities, CSA has also notified us that:



    · CSA B64 Series-07, 5th edition (Backflow Preventers and Vacuum Breakers) is now available for sale.



    · Amendments have been made to CSA B45 and CSA B125.3-05.



    · CSA International Certification Notices are out for

    a) Glass lavatories (effective Oct 1, 2007)

    b) Revisions to class descriptions affecting the use of the CSA Drinking Water Mark (effective Dec 1, 2007)

    c) Publication of ANSI LC4-2007 (Press-Connect Type Copper and Copper Alloy Fittings for Use with Fuel Gas Tubing) (effective July 1, 2008)
