Does lowering the pressure in the system, cause the boiler to short cycle more? Would it turn on/off more at 1.5 vs 2.0 lbs, if the system didn't yet reach the set temp of the thermostat?

If
the system reaches pressure setpoint prior to getting steam to the radiators (or the mains, let alone the radiators), I would check the venting first.
Too little venting will back-pressure above setpoint, especially one so low."If you do not know the answer, say, "I do not know the answer", and you will be correct!"
