There is no sqft to BTU ratio it is different for every house. The furnace blower is sized for the unit it can not be too small if the furnace is sized properly. you probably need a duct expert. Contact a Comfort Institute or NCI member in you area.

Many Variables
Without a real calculated heat loss, it is hard to give realistic numbers but here are some ideas:
1) Check the blower rotation and orientation. The motor polarity may be off and it may be running backwards.
2) If it is an older (gravity) duct system and new furnace, might the air velocity be low just because the ducts are larger than they need to be?
If you can give us an idea of your house floor area, level of insulation and glass, I could give you some ballpark idea but just that, ballpark. Could be off by 20% either way. Also general duct sizes.
If your furnace is 71,000 output and the CFM range is 650 to 780 CFM (per their literature on line) a duct size of about 20x8 to 24x8 or equivalent, would seem ideal.
But I would check power then blower rotation first."If you do not know the answer, say, "I do not know the answer", and you will be correct!"

Is the furnace a replacement of some other previous equipment?0 -
Have the installer back !
Make them take a look at it..and make sure the fan speed is set properly.
IIRC, this is a 3 speed fan, and could be set for low speed and causing your problem.
If it's new , it belongs to them for at least the first year, unless you don't trust them. Chris0
