Panels and manifold flow control

Radiant panels have balancing valves built in. Do I need an expensive manifold that has flow meters and balancing valves or can I go with a simple copper manifold and do the balancing at the panel? There is a huge cost difference in manifolds.

Don't forget some kind of by-pass for each manifold.(zone manifold)
If you're going to be running multi manifolds, and dead heading the flow, make sure the water can get "back" in the case that most are closed...while 1 other is calling.
