Boilers shouldn't be clogged with soot.If it is get some someone to solve the underlying problem.Soot is a symptom,not the disease.

boiler cleaning
If boiler is very clogged with soot and you clean boiler as best as you can would it be a good idea and safe to use a soot stick to help finish cleaning the boiler0 -
Boiler cleaning
Soot sticks are a thing of the past. Some boiler and furnace manufactures state that use of a soot stick will damage the combustion chamber walls. If your boiler is sooted up to the point that when the soot that comes out on the brush is wet,you have more than a cleaning there your now on a recovery mission. You should allow the boiler to run for a short time (1 week) after brushing it the best you can and then brush and vacuum it out again.
I have had to assist several customers with this problem. Almost all of these situation were due to maintenance neglect.0
