Burner is dirty or misaligned. Would take a properly trained plumber or HVAC tech.

Hot water heater flame problem
I have a 2 yr old gas fired hot water heater. When the flame fires up to heat the water, part of the flame intermittenly cuts out, giving a whooshing sound as the flame goes from full flame to partial flame back to full flame. What could be causing this, and would I need a HVAC tech or a plumber to correct this?

Could be a number of things, you need a professional to check pressure,exhaust, burner alignment, cleanliness of burner, draft etc.
