What Type Of Valve Is This?

This valve is installed on the return side of a hot water convector where there should be a balamcing valve. Does anyone have any information on what type of valve this is or who makes it?

Like a purge valve or shut-off.

It's a butterfly valve
the screwdriver slot shows the valve's position. If the slot is parallel to the pipe, the valve is open. You can balance or shut off the convector using this valve.

Nit-Pick
Steamhead, I don't think you should call that a butterfly VALVE. A butterfly valve has a rubber seat and will shut off bubble tight. The picture looks to me like a butterfly balancing ( hmmm, normally I'd say valve but then I'd be contradicting myself) device. Hows that!;)0 -
Those are very common here in New England, they like to leak from the packing when you look at them the wrong way
