Steam vs Hot Water

Can anyone tell me why EDR is the same for Steam and Hot Water if Steam is at 212 and water is 180?

    EDR

    EDR refers to the size in square feet of the radiant surface, not the heat output. Heat output for a given EDR varies according to the operating temperature. One square foot of radiation in a steam system puts out about 240 btu per hour. In a water system at 170 degrees, one square foot puts out about 150 btu per hour.

    It isn't

    The square feet of surface area is the same (EDR) number, but the output is 240 BTUH per sq.ft. of EDR at 212° F., and 170 BTUH per sq. ft. of EDR at 180° F.
