Heat loss calcuation and boiler choice

does 60k Btu sound right for a 900 sqft apartment in an old house with insulation. I am using hot water base board.
I also have a choice between 93% 80k boiler or 84% 60k Boiler which should I choose?
finally is 48 ft of baseboard enough?

Sounds like way too much..
The only way to know is to do a heat load calculation. I'm in Northern Illinois west of Chicago and have 2,800 sq ft of insulated old house and my total load is under 50,000 btu/hr at -5F. 48 ft of baseboard usually equals about 25,000 btu/hr.
