Jumpered the switch...
and the new units - both of them - still have the same fault. They think the flue is blocked, but it's fine. There's about 65' equivalent piping length, so that's okay (less than 85" total).
The motor and fan hesitate for a few seconds on start-up...what the heck is wrong? HTP is closed for the evening, and the tech is a little miffed ;-)

condensate cup
It's the condensate cup. There is a small micro switch on the white cup. Turn the cup clock wise or tighten it to make a better contact. Most likely the drain piping used is twisting the cup counter clock wise just enough to open the switch.
This condensate cup switch is in series with the flue switch.0
