Water loged Expansion Tank

Good Day Gents,
I typically work on boiler rooms in apartment buildings. And I would like to explore the causes for a horizontal ceiling mounted non bladder expansion tank to water log, meaning that there is no air in the top of the tank to provide the needed expansion. If we assume there are no air leaks in the tank. And the tank being empty at the start of things. And the pipe connects to the bottom. Where dose the air go?

Are there any automatic can vents? 400-3's or 700's or 67's? I had one just today, steel tank and one of the rocket scientists I work with had 3 vents on the system. I removed them and replaced with a coin vent and 1/8" plugs.0 -

You don't want to "vent" any of the air, you want to put it back into the expansion tank.0 -

I have read that before, just could not remember where.
I do believe this is what is happening. And it is what i told the customer.
I just wanted any other theories that are out there.

do yourself a favor
Leave a note on the system that explains why you have removed the air vent. That way any tech's in the future who do not have the knowledge will at least leave it alone...0 -
I can only assume.......
.....there is no tank valve to prevent the air from being absorbed into the cooler water and taken back down to the system where it releases it's entrained air after it is heated. Install a tank valve, remove any automatic venting devices and the issue will go away.
