I currently have an oil fired Weil Mclain boiler with the circulator pumps on the inlet side of the boiler. The manual shows that this is the only recommended configuration. Why is this and can it be changed to circulators on the outlet side of the boiler?

Circulator location
Try looking at this bulletin:

Nothing wrong with
being on the inlet side of the boiler so long as it is downstream of the expansion tank connection. The best of both worlds would follow that W-M bulletin because the hotter boiler water would release more air and the air separator is just too handy a place to connect the expansion tank... and so it goes.
But if you are having air problems, it is far easier, usually, to relocate the expansion tank connection.
I think the old "inlet of the boiler" location was from when circulators could not "take the heat" and so were installed in a location of cooler water. Not the case today, even with wet rotor circulators."If you do not know the answer, say, "I do not know the answer", and you will be correct!"
