ultra boiler error

looking for some help on this job i have .
Weil mcclain gas ultra boiler keeps going in to a soft lock out code 29 blower on when should be off .This job was installed by a plumber last year and now customer has this problem and plumber is nowhere to be found so i get the call today for no hot water .
Boiler is piped wrong with no primary secondary loop and no boiler pump which i will be repiping tomoroow .
I am betting this error code and just dont know what is going on the blower is off but it will not recycle unless i un plug the blower and reset the control any ideas before i replace the control module.
