Down firing an Oil fired boiler should only be done with the correct instrumentation. A Combustion analyzer that can measure CO, CO2, Oxygen, Stack temp, and Draft as well as calculate Efficiency and Excess air.
Just changing a nozzle size may bring more burner problems then you may realize. If the guy has this instumentation then OK go for it. BUT..... Its not so much the load on the boiler that dictates the size of the nozzle. Combustion chamber size and shape as well as burner retention head and burner static plate size will all determine what size nozzle can be used. Good luck

Firing to the load
Question for some of you steam wallies. While reading "The Lost Art Of Steam" Dan says to fire to the load only. My question is what would my load be? I have a 23 yr old one pipe oil fired steam boiler Weil-Mclain model 466-E Their Specs rate it at 103,500 btu/h. 1.25 GPH. All of the radiators in the house currently add up to 80,018 btu/h net. this doesen't include piping pick-up. One Radiator was removed (15,000 btu/h) a few years ago because it was a leaker. Is my boiler now oversized and should it be down fired? and at what gph? The oil service man will be out next week.
