The boiler sensor should be strapped onto the boiler outlet pipe using the tie strap provided. The pipe and sensor can then be insulated. Steel pipe has a longer heat up time delay than copper pipe. If you are concerned about the delay, then install a 1/2" OD immersion well into the steel pipe.
The aquastat should remain installed as it is as safety rated device which the tekmar 260 is not.

Tekmar Temp Sensor on Stelrad Boiler
Upgrading my boiler system with a Tekmar 260 Contoller. Wondering what people think the best place to put the 071 Sensor is. The Boiler is a Stelrad CR-1.
Options I see;
1) Strap it to the outlet pipe 1-1/2 black pipe. Insulate it.
2) Strap it to the pressure relief valve pipe 3/4" black pipe.
3) Remove the Honeywell Aquastat and well and replace it with some other well that will accept the Tekmar sensor.
The Tekmar manual says that large black pipe option might have more time delay in the temp reading than you actually want.

Not sure what you mean about removing the acquastat and using the well. The 260 is *NOT* a safety limit control. It Does NOT replace the existing High limit aquastat.
Mount it on the BI supply pipe after an elbow as indicated in the 260 instructions. The boiler relief pipe has no flow and isn't a good spot. The best method would be to add a well in line in the BI supply piping.0
