old steam system

Looking at a replacement boiler job in an old apt. house. Enough piping in boiler room to run the QE2. It all gets ripped out except this. (see picture) The upper pipe is connected to the steam header. the middle pipe comes from upstairs (a drip or return) and the lower connects to the wet return below the water line. Do I want to pull the 1/2" plugs and drain/clean it?
The only information I can get from the supt. is that they have problems heating the top floor. No idea if this thing is related to the problem.
