Looking for a Small Boiler that's approved in MASS

I’m trying to find an appropriate heat source/boiler for a WarmBoard job I’m looking at. The heat loss is very small: about 16,ooo BTU/HR for this residence. Perhaps an electric/gas dual use unit that has Mod/Con capabilities would be best but, It’s got to be an approved device listed by the Board of State Examiners as a “space heating” device. This is where I’m finding it gets a bit tricky to find.

Only one bath in this residence so I’m interested in weighing any and all options available to make this as compact and efficient of a job as possible.

Probably a good place to start for all that are current are listed here. It may lag a week from approval date to posting but you can at least start reverse-shopping on line.

I would love to see a 40 MBH mod-con that modulates down to 10 MBH. Could drive a small indirect but otherwise perfect for small jobs.

The 6/24 & 6/24C only modulates down to 25,000 BTUs. This was my first choice for a heat source but I'm not so sure it's the best solution.
