Unless you're talking about snowmelting, the only radiant heat for outdoor spaces I'm aware of uses small panels at temperatures of hundreds of degrees. Much below freezing or windy weather renders such rather ineffective unless there are multiple units at many directions or you rotate yourself frequently. I've seen both gas and electric units--suspect they're quite hungry for energy...
