the aquastat on the boiler may be set too high. You probably have a "tankless coil" in the boiler, which may be partially plugged and someone turned it up to compensate.
Time to call a pro. Tankless coils are notoriously inefficient, and with fuel prices as high as they are it makes no sense to constantly send BTUs up the chimney. There are far more efficient ways to heat your faucet water, such as indirect tanks.

so we bought a house with steam heat - single pipe - in brooklyn and made it through the winter - our water is also heated from the boiler - I know that I can not turn the boiler off -we still need hot water - I have turned the thermostat as low as possible but wanted to know if I should turn all radiator values off? until next winter - when using hot water I have some hissing on some air vents - also I notice that when I leave my basement door open the cooler air comes into the basment the boiler starts up - why?? I havn't changed the thermostat and am not using any hot water - is this normal

Steam heat - listen to Steamhead!

Whatever you do with your steam heat you should always listen to Steamhead. Frank has helped me out on many occasions and I am eternally grateful for his help.
You may want to get a jump on your steam system by looking at your pipes to see how they are vented. Measure the length of each main and the diameter. Frank can tell you what size main vents you need. Believe me, it will save you a lot of money in the heating season.
