Possibly uses an electric water heater element across the bottom push nipples. I'd have a couple of problems with it. It would need LWCO and pressuretrol or manual reset high limit to protect from dry "firing". Also, you probably need to remove a plug to add water. It appears that the top draw rod is broken. It looks like it goes outside the second section from the left.
