Usually no, depends on how long it has run etc. lack of temperature on boiler will affect draft in chimney etc. If the unit has run for a considerable period and has good draft on breech side and is still positive over fire, it could be a problem in heat exchanger or burner settings. All of this assumes natural draft boiler, good chimney draft and cleaning did not take place last spring with unit just being fired.
