No Heat from One of my Base Boards

Hi,
I just had an independent contractor install a base board heater in a small bedroom (10'x10'). It is on the upper floor of my home.
I have one smaller base board heater in the larger bedroom which is working perfectly. All other heaters on my upper level are radiators. One small Radiator in bathroom and a larger radiator in the bedroom. The Radiators are also working. However,I did need to bleed the radiator in the large bedroom to get the air out.
I thought bleeding this radiator would circulate the heat to the new base board which runs along the same wall in the smaller bedroom.
I still have no heat from this base board.
The contractor insists that there is no bleeder on a base board and my oil burner service says there is supposed to be one.
Did my contractor install this base board wrong???
He has installed all of my other base boards on the lower levels and they are all fine.
How can I get heat to this base board?

If that section of baseboard is at a high point of the system or on the same zone as a radiator it wouldn't be a bad idea to install a bleeder. Make sure the system is purged properly because it sounds like it is air bound.
Does the contractor not want to drain the system down and add a bleeder?
I had a similar system that we had to do just that.
