2.5 gallons of water normal in boiler?

Pat, its a Slant-Fin Galaxy, Model GXH-190Z Propane.

Was cleaning the boiler and before adding any TSP, I measured how much water was in boiler. From the normal water level in the site glass, and verified it at the skimming level, there was only 2.5 gallons of water for a 189k Btu input steam boiler. That surprised me.0 -

That sounds too low to me. I will check the water content of a comparable Weil-McLain at the office in the morning.
What brand and model do you have?
