because it's set to a specific outdoor temp value and the outdoor temp sensor says its above that. If yo want the heat to fire now, you'll have to go into the configuration mode and raise the WWSD temp setting.

I have a tekmar 260 control and right now i have it in wwsd
warm wheather shut down and now its heating season.Should i have to change it so it is not in wwsd.
