steam heat doesn't keep middle floor warm

OK, I made that up.

Have all traps and vents been verified?

Could there be something wrong with the third floor and possibly sagging pipes?

I understand the third floor has only one appartment while other floors have more. If this was the result of a renovation, then is it possible that some former rooms were combined to make large spaces in the new appartement.

In this scenario, some radiators may have been removed thus leaving third floor with too little radiation. Are there about only five radiators on the other floors each? You would need to reinstall the missing radiation.

Consider adding thermostatic vavles to the floors that overheat. This could help a balancing problem.

    Thanks for those who offered help re: replacing coils in our boiler vs. replacing boiler. Success!
    Now, I am hoping you can work your magic once more. The floor through apartment on the third floor of our brownstone remains cold while other apartments--ground/parlor duplex as well as duplex on the top two floors are almost too warm! [Thermostat is in downstairs main hallway]
    The cold apartment has 5 working radiators and all windows have storms.
    Would changing the valves to adjustable valves do the trick? If not, does anyone know of a heating expert who will come into Manhattan who can determine if that apartment is leaking heat in some way?

    I am about to tackle a steam heat problem in a 3 story brownstone in cambridge ma 10 students steam system tstat in 1st fllor hallway solution outdoor reset control and themostatic rad vanves tstat becomes a placebo tstat tenants can play with it all they want
