Water Temperature

I just had a zone of HW baseboard installed off my steam boiler.. I'm concerned that they did not install a temp guage. I'm not worried about the copper, but I am worried about the pex that was used. I know it's rated for 180.
My installer had one of his tech fill the zone and wire the pump, but he left the bypass/tempering valve closed.
I know this is wrong, so I opened up the valve. Trying to be creative, I went and got our digital cooking thermometer and got the outside temp of the supply pipe to about 122 degrees. I am thinking the water inside the pipe is much hotter... I am going to buy a surface mount thermometer so I can keep the water under 180.. What should the surface temp be if the water inside needs to be < 180 ????
