CGI boiler

I'm having a Weil Mclain CGI-3 gas-fired, power vent boiler installed in the south Jersey area, and the installer has run the stainless exhaust vent through the outside wall at an angle pointing upward and crooked. Aside from the fact that it looks terribly "unprofessional" it also appears ready to catch any rain or snow that comes its way. I've been told that it must be run this way so that the condesate will run back to a tee in the stainless vent.

Considering this is not a condensing boiler, does it really need to be shooting upward and exiting the wall at that extreme angle, rather than up to a certain elevation and then 45'd or elbow'd to exit the wall plumb and level? He insists he is right. I think not. Help. There's plenty of room to use fittings to make the vent pipe go any which way he'd like. I don't get it, unless he's trying to save money on fittings.

The vent must be sloped. However this depends on if a tee is used to drain any condensate away. Check out the installation instructions that are to be left (code) with the appliance. See page 18, figure 14 and also refer to the vent manufacturers install instructions as well.

No, It does not need to point up like that. At least not in Wisconsin where I am. Mine runs out of the basement horizontally with a rise of 1/2 inch per foot of run, then when it exits 12 inches outside the house it has a 45 degree elbow pointing toward the ground to keep out the rain and snow.
