In my opinion, you should always have an expansion tank.
Any new water meter yoke will have backflow prevention as an integral component, per EPA requirements. I have seen certain pressure regulators act as a check valve, also.
Bottom line, why screw around and take a chance of damage for the sake of saving a few bucks?

Expansion tank on potable water
When is an expansion tank needed on the potable side of my DHW tank? Does the meter assembly prevent backflow, and should I have an expansion tank in the house to accomodate the heating of the water?
