HOw does hydronic Electric heat compare to the other heating systems, concerning Effeciency, cost, saftey.

    Very well...

    Excellent on all three counts actually.

    You're missing a 4th aspect. Cost of energy (BTUs/$). In some places electric boilers are a very reasonable alternative but in most places, you get far fewer BTUs for your dollar. I get twice as many BTUs per dollar here with natural gas.
