Oil Tanks in NJ

We alomost never touch oil as it's not very common amongst our client base. However we have one client that is interested for various reasons to remove his oil UST. I remember recently seeing something about NJ offering free removal of underground oil storage tanks. Am I remembering correctly? Does anyone have any info? Any catches?
