Good Radiant heat contractor nearTri -Cities Washington?

My brother in law is building a new house in the Tri- Cities area in Washington.
Does anyone know of a good contractor near there that I could refer him to?
I hate to see him end up with a scorched air system, but it is just too far for me to travel. His builder told him that radiant just wasn't worth it, because "you still have to put in air conditioning".
