Hartford loop nipple above or below water line?

I've been to an installation where the Hartford loop nipple is above the waterline by about 1". When the unit is steaming, the level in the gauge glass bounces so much that the LWCO is engaged repeatedly. When the water level is raised above the nipple level, the bouncing goes away. The boiler manual states the nipple should be "at or below" the water line. I think the plumber simply made a mistake and didn't measure twice before he cut. Should he redo it? Are these particular "symptons and diseases" unrelated?

    Below the Water Line

    About two inches below the waterline is standard although I have seen twice that without ill effect (the return was plenty low). Yes, it should be fixed. As it is, it is defeating the purpose of sealing the return from live steam as you noted.

    skimm that boiler and stabilize that water line.
