Relative efficiency: Combicore versus Steamer with HX

I have an Everhot RH-6 heat exchanger attached to my WM SGO-4 steam boiler to heat a baseboard loop. My radiant loop (17,000 BTU heat loss) is headed by a Combicore gas water heater.
I've learned that the heat exchanger is big enough to service the radiant loop as well, which would allow me to reduce the water temp on the Combicore. My boiler has a great deal of extra capacity.
Would it be more efficient to use the boiler versus the Combicore. Or are they both equally inefficient?
