steam venting (again)

I know that this is a redundant question or topic,but i still have a couple of questions.First when there is a condensate drip at the end of a main branch and the only vent is in a tee on that drip line am I correct that I should consider that and size that vent as a main vent? Second question; I am working on a system right now that i thought was one pipe until i got upstairs into some apts and found two supplies feeding one rad.in several places,each having a radiator vent. What is that all about I've never seen that before.

First question- yes
Second question- one of those radiator connections is smaller than the other. The smaller one is a return connection. This is the "two-pipe air-vent" setup, and was probably done to give some control to whoever lived in those rooms.
