That was the reading I got today after I replaced a blower motor on a Munchkin boiler. The unit was in high fire. (NOTE*** These combustion numbers have NOTHING to do with the boiler make!!)
No Soot.
Nice blue flame.

wrong orifice or too high manifold pressure or both...1st guess. 2nd is no comb air, or confined space.
